McCoy Associates was selected to develop a program to determine the nature and cause of storm sewer flooding and sanitary sewer surcharge in the City of Cuyahoga Falls following the catastrophic storms of May and July 2003 and recommend solutions to ensure an adequate storm and sanitary sewer system. In addition to the collection of existing data, McCoy representatives surveyed the affected residents and compiled a database of resident complaints, inspector observation and comments and issued an individualized recommendation for each affected home-owner. In addition to the resident interview program, a Phone Outreach Program was implemented along with community-wide information notification via press releases and a dedicated informational web site.  http://www.fallsfloodprevention.com

Analysis of the compiled data along with results from smoke and dye testing, and internal television documentation of sanitary sewer mains and laterals, indicated that an extraordinary amount of rain and surface water run-off was infiltrating the sanitary sewer system. this conveyance occurred through direct connections of downspouts and foundations to the sanitary sewer, deteriorated sanitary sewer manholes, mains and laterals, and infiltration/inflow from the existing storm sewer system.

At the completion of the project, affected residents were provided with a summary "Report Card" and a detailed report on the:

1. Problem as reported by the home-owner.

2. Inspectors observations and comments.

3. Identified source of their problem.

4. Recommendations to alleviate storm and/or sanitary sewer problems.

McCoy Associates also provided the city with a prioritized listing of storm and sanitary sewer improvements that would help alleviate storm water flooding and sanitary sewer surcharging of the municipal infrastructure.
